Cate dicizii controversate s-au luat in Premier League... Sa fie asta remediul?

The 40-second delay that dragged football into the modern age

It was not quite 40 seconds that shook the world, but it was 40 seconds that effectively brought the game of professional football kicking and screaming into the bright lights of the 21st century.

That was the length of time it took for a video assistant referee (VAR) to chalk off Antoine Griezmann’s goal for France against Spain for offside. Half an hour later, and in about 40 seconds once more, the VAR was able to correct a mistake by the assistant referee who had wrongly flagged Gerard Deulofeu offside when he slotted in Spain’s second.

The two game-changing decisions in such a high-profile international must have ended any doubts about the practicalities of using video replays. Had the VAR not been there, the match would have ended in a 1-1 draw instead of 2-0 to Spain.

“At last TV technology helps the officials get it right in the game between France and Spain,” the West Ham co-chairman David Gold said on his Twitter account. “Now let’s introduce it in the Premier League.”

For some, 40 seconds is still too long, and the ambition is for the VARs to make a judgment on most incidents in 15 to 20 seconds.

But David Elleray, the former English referee who is now technical director of the International FA Board (Ifab), the game’s law-making body, points out that many goal celebrations last that long — indeed Griezmann and his French team-mates had only just finished their joyous group hug when the referee raised his whistle to rule the goal out.

“It seemed to be pretty quick, one was 40 seconds and the other slightly longer,” Elleray told The Times. “Both were pretty difficult decisions for the assistants to make so you can almost understand why they might have got them wrong.

“I thought 40 seconds was pretty fast and you could easily have a similar length of time for a goal celebration.

“We do say to the VARs, ‘Don’t feel rushed’, and we don’t have artificial time limits — it is most important to get it right and people will be even less forgiving if it’s the wrong decision. Sometimes the VAR will need to look at several angles.”the VAR system the thumbs-up.

What pleased Elleray almost as much as the correct decisions being made in short order was the behaviour of the players after the incidents and while waiting for the outcome of the review. There was no haranguing of the match officials in either incident, merely a plea for the goal to be reviewed.

Elleray added: “The players behaved very well and waited for the referee. Overall it was a good example of how the system can work.

“It’s a little bit like the reaction to goalline technology, where when the referee gives a goal and points to his watch people just seem to accept it.

“Hopefully players will think we don’t need to interfere in the process, and the France v Spain game was a very good example. For the French goal, the Spanish players were asking the referee to look at it, he said he was and they all backed off.”

The system will arrive on a trial basis in English football next season — the FA has promised that it will take place from the FA Cup third round, though the Football League has raised the possibility of trying it first in the EFL Cup.

Some experiments have the VAR based in the stadium or — as happened at the Stade de France on Tuesday night — in a van parked just outside.

It is likely, however, that the English trial will follow the example of Germany and have all the VARs in a central control area — most likely the refereeing body’s match centre — and in radio communication with the referees from there.

What else could be done in time it takes official to rule?

    42 seconds

    40.82 seconds

    36.84 seconds
Men’s 4x100m world record, set by Jamaica at London 2012

    35 seconds
service game of Lukas Rosol when he beat Rafael Nadal in the second round at Wimbledon 2014

In either situation, the protocol for the experiment allows the referee to view the footage pitchside if the VAR cannot make a decision based on fact.

“If it is a straightforward decision for the VAR he will just tell the referee,” Elleray said. “If it is a subjective one then the message we have had very strongly from players and coaches around the world is that they want the referee to be making the most important decisions.

“The protocols allow the referee to view footage himself on a tablet in the referee review area and that has happened two or three times in the Netherlands in trials in cup matches.”

Even the defeated France coach, Didier Deschamps, gave the system the thumbs-up, although the outcome was galling for his team.

“If it allows you to correct mistakes, as has been the case here, even though it went against us, that seems to me to be good for justices in sport,” Deschamps said.

The game as a spectacle will change too, however. Spontaneous celebrations such as that indulged in by Griezmann may become a thing of the past.

“It kills off the joy of scoring a goal,” Hugo Lloris, the France and Tottenham Hotspur goalkeeper, said after Tuesday night’s defeat. “It is a pain because you have to wait before you can celebrate.”

That inconvenience seems a small sacrifice compared with the opportunity to ensure the right result, and Griezmann should be heartened that his contribution to the game will now be much more than a mere goal.

    Q&A
How does the VAR (video assistant referee) system work? The referee is wired up to a VAR sitting in a control room in the stadium or in a central control room which could even be in a different city. The VAR has a video assistant and together they can quickly scan through replays of game-changing incidents and inform the referee if they spot something, or intervene if a significant incident has taken place. The referee can also ask the VAR to review a specific incident.

What kind of incidents will be reviewed? It will cover any controversy or uncertainty surrounding the scoring of a goal, such as fouls or offsides, penalty awards, free kicks in a goal-scoring position and fouls leading to red cards.

Can players or managers demand a review? There is no formal system for allowing challenges such as the system that operates in tennis. In matches where VARs have been trialled, players on the pitch have asked referees for the VAR to review goals, but ideally the referee would already be doing so. Who will have the final decision, the VAR or the referee? The VAR should be better placed to advise on a decision but it is only advice — the referee will retain the decision-making power — and he will also decide when video replays fail to provide a definitive answer. The protocols also allow for the referee to look at an incident on a tablet pitch-side if the VAR is unsure.

How long do the VARs have for a decision? The aim is for the decision to be made in about 15 or 20 seconds. There is scope for longer if the VAR needs to check several angles to be absolutely sure.

Does the referee stop his watch if the decision is taking longer? Yes — and it is added on at the end of each half.
